Wise Oak Consulting has been performing, evaluating, and training others in conducting THIRAs since the introduction of the THIRA process. We use the THIRA as the foundation to your disaster preparedness and management program.
What it is: This risk-based assessment is the first step to defining what you want to address with limited resources. FEMA requires this if you receive Homeland Security Grant Program (HSGP) funding.
Why we do it: The THIRA helps communities determine what risks they face and what capabilities they need to address with those risks. The results from this process help identify where a community might need to improve, which is then reviewed in the Stakeholder Preparedness Review (SPR).
How we do it: We customize our approach to fit your organization's needs, using a multi-phased strategy that includes models, surveys, workshops, and interviews. We complete the entire Unified Reporting Tool (URT) so you can simply review and submit.
FEMA's National Preparedness System (NPS).
What it is: The SPR helps communities identify where they might be lacking in disaster preparedness and what they need to keep things going. It also outlines how they plan to bridge those gaps and meet THIRA capability targets.
Why we do it: The output from the SPR guides the development of a prioritized, time-based strategy detailing how your organization will achieve essential capability targets.
How we do it: In preparing an SPR, Wise Oak employs the same methodology used in developing the THIRA to capture relevant information. We complete the entire Unified Reporting Tool (URT) so you can simply review and submit.
